THE AGENTS OF CHANGES actively integrate into the expert environment on the project management, and at the invitation of the University partners, the IF RB “Association of Cities of Ukraine”, together conducted the training under the project “Development of the course on strengthening the local government in Ukraine” (PULSE), which is carried out by the Association of Cities of Ukraine with the support of USAID.  Ivano-Frankivsk Regional Branch of the ACU held the workshop on application of the law under the title “Ways to enhance investment appeal”.

Development and realization of infrastructure projects for the representatives of the local government. The training covered the peculiarities of preparing infrastructure projects and projects of regional development as well as peculiarities of submitting application forms for the competition of projects to be financed by the State Fund of Regional Development. At the end of the training, the participants were able to talk about their projects submitted to the SFRD competition, share their successes and failures as well as project proposals which they intend to carry out in the future.

At the opening of the event, Yuriy Stefanchuk, the executive director of Ivano-Frankisk RB ACU, emphasized that it is very important for the ATC to accurately plan their activities to attract additional financial resources starting with the dialogue in the community and finishing with the strategy of its development. “Today, in Ukraine, there are a lot of opportunities to involve international experience; therefore, it is important to be able to look for these resources, to correctly work out the concept of the community positioning. It is among the priorities of the ACU,” – stated Yuriy Stefanchuk.

Mykola Skydanuik, the event moderator, focused his attention on the drafting of infrastructure project proposal in the form of subsidies for infrastructure development according to the resolution of the Cabinet of Ministers of Ukraine dated 16 March, 2016, No 200 “Some issues on granting subsidies from the state budget to the local budget to form the infrastructure of amalgamated territorial communities” (with amendments).  The expert also told the participants about the drafting of infrastructure project proposals to the donor structure of the EU and USA, peculiarities of funding the infrastructure projects. “Nowadays there are great possibilities to obtain grant funds both from the state (SFRD) and the EU and USA funds and programs. The embassies of Estonia, Japan, Germany, Charles Stewart Mott Foundation, GIZ support such projects. However, while drafting projects, it is important for the community to consider the regional impact of the project and its sustainability. No donor is ready to support only, for instance, construction work; they want to see how the project will existence after the grant ends, let’s say, in 5 years,” stated Mykola Skydaniuk.

Svitlana Kropelnytska, Candidate of economics, Associate Professor of the Finance Department of Vasyl Stefanyk Precarpathian National University, director of the Project and Educational Center “Agents of Changes”, paid her attention to the peculiarities of financing regional development projects at the cost of the EU sectoral budget support.
